South Carolina Onsite Wastewater Association

Our Story... How We Got Here....

In 2016 a group of private-sector onsite wastewater professionals rallied together in response to proposed regulation changes by DHEC that offered potentially detrimental impacts to SC property owners and the environment.  We realized quickly that there was no collective voice to either oppose or support proposed regulatory or legislative actions, so we all agreed it was time to form an association and grow a membership base that could carry some weight in our industry.

We formed and licensed SCOWA with an 8-member Founding Board as a non-profit, tax-exempt Association and established the Mission, Purpose, and Code of Ethics.

Our Mission:

SCOWA is committed to leading, promoting, and strengthening the onsite wastewater industry for the benefit and protection of South Carolina’s citizens and the environment.

Our Purpose:

To promote high standards of onsite wastewater treatment and disposal by providing a forum for education, training, and a conscientious voice for the SC onsite wastewater industry.

Current Board of Directors....

In 2023, the Founding Board organized a 10-member Board of Directors and dissolved the Founding Board.  Since then, an additional at-large seat has been added.  The Board is structured to provide representation from and for the four (4) SCDHEC/DES regions of the state.  Click Here for a SC Map.

Board Member Comments on the need for SCOWA....

South Carolina is long overdue for a SCOWA.  We are in need of a platform that the professionals of our industry can come together in an effort to educate, bring awareness to, and protect our industry. Our state will benefit greatly!  - Randi Hall

I have believed this type of organization has been needed for years. I realize that our businesses have a common thread, now is the time to bring unity within our organizations to address regulations and business practices to serve our customers, protect our environment and bring unity to our trade.  - David Reid
